A young man who bought Viagra from a Singapore-based website is suing the government, claiming he was overcharged and is under court order.
He was arrested in Singapore on Friday in a matter with the Department of Public Security.
The alleged victim was a man from West Singapore. The victim claims the online site was a "hong kong" for men from East Singapore.
In his complaint, Mr Ngong said he received an "unlawful order" from the Singapore government to take Viagra from a "shabby website" and was "under arrest".
He has claimed he had taken the drug on more than 30 occasions, but denied taking the medicine himself and was not warned about the risks to his health and well-being.
Mr Ngong's lawyer said the online "shabby website" was not a "real" website but a "pink" website that was used to advertise the product.
"The victim is seeking damages for the alleged misuse of the information and advice, and for damages caused by the fact that the victim was not advised of the risks associated with the online purchase of the drug, and that he was not warned about the potential consequences," said the lawyer, Paul Toh. "The website was not advertised by the victim and was not taken by the victim or his family to ensure the information contained in the website is safe and confidential."
Mr Ngong is seeking an unspecified amount in connection with a civil penalty of $2.75 million.
"For the purposes of this case, we believe that a large number of people are taking the drug and are being charged with the illegal and reckless use of this substance. These charges are for the sale of prescription drugs to people who are not advised of the risks associated with the drugs, for the treatment of erectile dysfunction," he said.
He has been ordered to pay the victim more than $6 million and a $5 million fine.
Last year, the Singapore government accused the state of paying for the illegal sale of "generic Viagra" to men from East Singapore.
The case is being investigated by the Ministry of National Defense's Office of Civil Protection (NDoC).
According to the National Audit Office, more than 300,000 people were injured and nearly 4,000 deaths have been attributed to the illegal drug.
